Where RIZQ Property works

One office, in Dammam, working across the Kingdom. This page is the short version of a question nobody answers straight: in each city, who is actually allowed to buy?

The map, in one table

Since 21 January 2026 a non-resident foreigner may own inside approved zones only. A resident on a valid iqama and a GCC national work to different rules, which is why the same city can be open to one person and closed to another.

City or region From abroad Resident on an iqama GCC national
Riyadh Nine approved zones One home, most districts As a Saudi
Jeddah Jeddah Central, Al Arous and 55 areas One home, most districts As a Saudi

The full list, zone by zone, is in where foreigners can buy. Which row you are in is decided in who can buy.

Why an Eastern Province office covers the whole Kingdom

Because the work that matters is not walking the street — it is the zone check, the deed, the negotiation and the transfer, and all four run on national systems. We are in Dammam, we know the Eastern Province street by street, and for Riyadh and Jeddah we work with people on the ground there and do the checking ourselves.

It also means we will tell you when a city is wrong for you. An agent who only sells what is in front of them will not.

Not listed here?

Jubail, Al Ahsa, Qatif, Al Kharj, Buraydah, Taif, Yanbu, Tabuk, Hail, Abha, Jazan — we work in all of them, and the ownership answer for a foreign buyer in each is currently the same: only the approved zones. Ask us and we will check the exact address on the Saudi Properties portal before you spend any time on it.
